Jerry joined The DMA in January 1995, as Senior Vice President, Government Affairs. He is in charge of The DMA’s contact with the Congress, all federal agencies and state and local governments. He has testified before Congress on numerous occasions on postal and privacy matters. In addition he has testified before both the Federal Trade Commission and the Federal Communications Commission on direct marketing matters. Prior to joining The DMA he was the Deputy General Counsel for the Committee on Post Office and Civil Service, United States House of Representatives. He served for 12 years at the Postal Rate Commission as Legal Advisor to Chairman Steiger and most recently as Special Assistant to the Commission. He was an attorney advisor to Federal Trade Commission Chairman Steiger. Prior to the PRC he was employed in the Law Department of the Postal Service. He received his B.A. in Government and Economics from Wesleyan University, Middletown Connecticut and his J.D. from the University of Virginia School of Law. He served in the U.S. Army from 1970 to 1972. He is a Vice Chair of the Postal Matters Subsection of the Administrative Law and Regulatory Practice Section of the American Bar Association. He serves on the Board of Directors of the Mailers Council. He was a member of the Federal Trade Commission Advisory Committee on On-Line Access and Security. Gleiman, Former Chairman of the Postal Rate Commission
Ed Gleiman chaired the Postal Rate Commission from February, 1994, until stepping down in February of 2001, ending a 33-year career in government service. He now heads his own public policy and government relations consulting firm, EJGConsulting. Before being appointment to the Commission, Mr. Gleiman was serving as Staff Director and Chief Counsel of the Senate subcommittee that dealt with postal matters and was a senior policy advisor to then Senator David Pryor (D-AR). Before moving across Capitol Hill in 1987, Gleiman served for ten years on the staff of a subcommittee of the House of Representatives’ Government Operations Committee. Mr. Gleiman began his service with the federal government in 1968, as an examiner with the Patent Office. In 1971, he was assigned to the President’s Cost of Living Council. He then spent four years, beginning in 1973, at the Department of Health, Education and Welfare. Initially, Gleiman was a member of the Secretary’s Operational Planning Staff and then he served as Director of the Department’s Fair Information Practices Office His accomplishments while leading the Commission were recognized by the diverse members of the business community, including the National Newspaper Association (President’s Award in 1998), the Mail Advertising Services Association (Miles Kimball Award in 1999) and the Association for Postal Commerce (J. Edward Day Award in 2001). The Commission itself was recipient in 1999 of an award for technology innovations by government agencies given in recognition of its web site, developed during his tenure A native of Baltimore, Maryland, Mr. Gleiman is a 1965 graduate of Loyola College. He did graduate work in biochemistry at Johns Hopkins University and earned his law degree at the University of Baltimore Law School in 1971.
